Large Garden room conservation area no planning

I live in a row of 4 terraces in a conservation area. We all look out onto our small front yards. We don't have back yards only the green area to the front with low lattice fences between each garden. At the end of the gardens is an historic stone wall about 10ft high. The open aspect of the view across the gardens was cited by the council as one of the reasons for conferring conservation area status on our little area. In 2022 I applied for planning permission for a small garden room at the end of the garden and it was granted. Two years later the middle terrace built a very big garden room at the end of their garden which takes up close to 40% of their open area without planning permission. Neighbours and I complained but the council did nothing. Over the last couple of years it has got worse with the out house being used for people to sleep in on a a regular basis. Not permanently but for a week or two at a time. We can see people lying on the bed in there from our windows. Neighbours have got sick of it and started wondering if it still isn't too late to do something about it and if we should complain again. Advice please.
