London's 33 local planning authorities handle tens of thousands of planning applications every year, from basement extensions in Kensington to major regeneration schemes in Newham and Barking Riverside.

The Planning Landscape in London
London's planning system is unlike anywhere else in the UK. The capital operates under a two-tier structure where the 32 boroughs and the City of London each act as local planning authorities, but the Mayor of London and the GLA wield significant strategic oversight through the London Plan.
The current London Plan sets a housing target of around 52,000 new homes per year — a figure the capital has consistently failed to meet. In 2023/24, completions came in at roughly 34,000, leaving a widening gap that fuels one of the most severe housing crises in Europe. This shortfall creates enormous pressure on planning committees, who face competing demands from residents resisting densification and developers pushing for taller, denser schemes.
The Mayor's office can "call in" or "direct refusal" of strategically significant applications — generally those involving 150+ residential units, buildings over 30 metres tall, or major out-of-centre retail schemes. These Stage 1 and Stage 2 referrals mean that major London developments effectively pass through two planning authorities, adding complexity and delay.
Green Belt encircles London, covering roughly 22% of the total GLA area. The political sensitivity of any Green Belt release makes brownfield-first policy the dominant approach, though the definition of "brownfield" is itself contested — particularly around industrial land in areas like Park Royal and the Lea Valley. The Old Oak and Park Royal Development Corporation (OPDC) operates as a separate planning authority specifically to coordinate regeneration in this zone.
Article 4 directions are widespread across London, particularly in conservation areas and heritage-rich boroughs like Westminster, Kensington & Chelsea, and Camden. These remove permitted development rights, meaning even minor works like replacement windows or small extensions require formal planning permission. The result is a borough-by-borough patchwork where the same extension might be permitted development in Havering but need full planning consent in Islington.
Basement extensions — so-called "iceberg homes" — remain a peculiarly London controversy. Boroughs including Camden, Kensington & Chelsea, and Westminster have adopted specific basement development policies after years of disputes over multi-level subterranean excavations in residential streets. These policies typically limit basement depth and extent, and impose construction management plans.
Developer contributions through Section 106 agreements and the Community Infrastructure Levy (CIL) are critical to London's infrastructure. Major schemes routinely include requirements for affordable housing (typically 35-50% by habitable room), public realm improvements, transport contributions, and employment/training commitments. The viability assessment process — where developers argue they cannot afford full policy-compliant contributions — remains one of the most contested aspects of London planning.
Borough-level variation is enormous. Boroughs like Tower Hamlets and Newham consistently approve high-density schemes, while outer boroughs like Bromley and Havering take a more conservative approach. Understanding which borough you're in is essential for predicting how an application will be determined.
