Design review panel recommended refusal — does the council have to follow it?

Our application for a contemporary replacement dwelling went to the local design review panel. They hated it — called it "alien to its context" and "overly assertive."

But the case officer's report actually recommends approval, saying the design is "innovative and of high architectural quality."

How much weight does a design review panel carry? Is it just advisory, or can it actually override the officer's recommendation? We're worried the committee will side with the panel because it sounds more authoritative.

Design review panels are advisory only — they have no statutory power. But committee members often give them significant weight, especially if the panel includes well-known local architects.

Your best defence is a strong officer's report that directly addresses the panel's concerns. If the officer can explain why the panel's view is wrong (or at least not the only valid view), the committee is more likely to side with the officer.

Our architect is going to attend the committee meeting to speak in support. Hoping that helps.
